An L plater.. a person learning to drive displays and L plate on their car and has to have a fully licenced driver beside them in the car at alll times, teaching them to drive. What do you call them?
And when they get their L's.. they then proceed to learn to be a P plater.. they stay on their P's for a couple of years after which time, they become a fully licenced driver.

Ah, we call that a learner's permit, but that's reflected on the card they carry in their wallet, not on the car's license plate. Generally, a person learning to drive doesn't own their own car; wouldn't a license plate with an L on it mistakenly give people the impression that the owner of the car is just learning to drive, when they are in fact the parent of the person learning to drive?
Granted, a driving instructor's car may have a "student driver" sign on the car, but that's probably not his personal car...

We don't have P plates but it sounds like a good idea. Just to clarify: our licence plates generally come with the car (except those hedonistic rich who can afford big bucks for personalised specials) When we say L plate it's a bit of plastic which is easily removed. If I say immigrants don't tend to bother too much about driving licences don't jump to conclusions, I was thinking of the Japanese.
Annual tax has to be paid but we have numberplate identification everywhere in UK, any licenced keeper whose car is spotted automatically gets a fine through the post. It's all totally automatic and saves the cost of issuing tax discs every year. Same with speed traps and fines. Same with motorways (plates are logged onto the system and motorway distance between cameras is known. They calculate speed between cameras). There are also loops under the motorway and NPI to measure instant speed and record plate details. Driving's no fun now!

Some states here have speed cameras, but here in Philly, we only have traffic light cameras, and even those are at a few dozen major intersections. My mom got a ticket for driving through a red light once, which is ironic because she starts slowing down when the light is still green, before it even turns yellow! As it turns out, she eventually figured out by the date of the offense that she was in a funeral procession, so she fought the ticket and eventually won, after a whole crap load of red tape. Apparently it never dawned on the bureaucrats that dozens of cars going through the same red traffic signal within a few moments could indicate something out of the usual.
