Why are air conditioners and central air put on lower levels of homes?

Central air goes through air ducts, which cover all levels of a home.

It's possible you have leaks in the airflow somewhere along the line.

The upstairs never cools down like the downstairs... I think that makes sense?

It might help if you shut some of the downstairs vents, to help more air make it upstairs. And make sure the upstairs vents are all opened fully.
