Yup; especially if the loss of hearing is recent.
My Grandmother on my Father's side was bone-deaf
and my brother taught and coached at ASDB,
(the Arizona School for the Deaf and Blind in Tucson)
for years - so I spend a lot of time with the "hearing-challenged' [You must be registered and logged in to see this image.]
(The Brother and his friends/students think ^ that is hilarious)
apparently they feel ([You must be registered and logged in to see this image.]) there is a difference between that
and "hearing-impaired". [You must be registered and logged in to see this image.]- They far-and-away prefer
hearing-impaired".
Anyway... once the loss is 'familiar' - then the hard-of-hearing
speak at a normal volume. I'm darned if I know how they do that -
when I can't hear (with a cold or whatever) I talk so softly that
people get reeeally peeved with me. [You must be registered and logged in to see this image.]

Molly's son Johnny has so much trouble with his ears until
he was old-enough and infection-free (tricky with chronic tonsilitis)
so he could have the tubes put in, he couldn't hear well AT ALL and
the [You must be registered and logged in to see this image.] T.V. would be so LOUD ! no one could hear someone
speaking - standing next to them - in that room!
When Johnny got home from the hospital with the tubes in his ears
so he could HEAR, finally, then he couldn't believe! how LOUD!
everything was.

When i was around 9,i had to have a Mastoid operation. My left ear drum was being " eaten up". The Specialist grafted skin from between 2 of my fingers and rebuilt my ear drum. I can barely hear from the ear today and all the sounds come in my right ear. When a lot of people try to talk at once,the sound goes in one ear,but "can't go out the other" so the sound bounces around in my head. I guess with that & having a silver plate in my head from a fractured skull when i was 6 is my good excuse for getting a little "rattled at times"

Another thought . My mom has hearing aids for both ears,and paid thousands of $$$ for them and still can't hear 1/2 the time when you are only 10 feet away from her. Waste of money is my thought.

Reminds me of a couple I drove home on several occasions; they must have been in their 80's, but would need a ride home from dinner out, or the German Club (Cannstatter's). Each time I drove them, they would ask the same questions.
