IP addresses
What do you know about IP addresses? I don't know a lot about them... just that we all have them and some people claim to be able to change them easily. I guess they are meant to be an identifying number for where our computers are?

They are based on a number of things, to my knowledge, including the region of the country you are located in, your internet provider, and your computer. Each computer has a unique identifier, at least part of which, I believe, is included in your IP address.

I know that "ISP" stands for "Internet Service Provider".

Apparently (?) access to the ISP info can be very useful for
identifying and eliminating undesirables frequenting a web site. (?)

Jaaj, ISP and IP are actually two different things. IP stands for Internet Protocol address.

I can still speak the (English) language... sorta-kinda...

Internet protocol is just a set of rules that people must follow when using the internet, in order to keep things orderly and efficient.
You cannot change your IP at will, per se. You can change part of it by using a different service provider, or by using a different computer, or using a proxy server, but no matter what you do, you can still be traced down to your specific computer, if somebody really wants or needs to find you. Those who think otherwise may find out the hard way, if they do something illegal.

The only people I know who were/are (?) doing it were using it to outsmart various aspects of Yapoo (and how hard can that be - most of the time?)
like avoiding trolls and the #$&*!!! on Forum. [You must be registered and logged in to see this image.]
The only group of people on Yapoo who could -and DID - use it effectively
were the "Team" when tracking an ALREADY CERTIFIED [You must be registered and logged in to see this image.] stalker of
another Y!A member. They could do it WELL! - if need be.
Unfortunately, they didn't see the need very often.
